If you have very little to no racing experience, the first thing everyone needs to do before they can apply for a race license is to go to racing school.
Brack Driving offers a school that operates out of Shannonville Motorsports Park. Please see their weblink below as they host schools throughout the season.

Once you have completed and passed racing school you can now apply for a Race License through Canadian Automobile Race Clubs (CASC) Please see the license application link below.

Join VARAC
One of the final steps is to join a local race club. The F1200 Drivers Association is affiliated with VARAC (Vintage Automobile Racing Association of Canada) Please see the membership link below.
